So much for the leviathan of centralized, coercive and bureaucratic government as the basis for healthcare reform. It seems we “norte americanos” are entering a window of opportunity, before the next recession, to reconsider our options for long-term healthcare reform. I vote for a process to use behavioral economic processes to form a nationally distributed risk-management strategy between the Federal government, State government, State based health-insurance, complex healthcare providers, basic healthcare providers and citizens. This policy should provide for a shift in priorities to improve the equitable availability and ecologic accessibility of Primary Healthcare. And, this policy should provide a means to develop a community by community empowered strategy to reduce their locally unique deficits of Social Capital. The success of the Cooperative Extension Service for agriculture since 1914 represents a well documented strategy that could be revised for Healthcare. Our Agriculture industry is the most efficient and effective among the OECD nations of the world. We should aspire to the same attributes for our healthcare industry.
